Start by pulling up the platform. Your problem lies underneath.
Odds are pretty good that the problem is a sheared-off roll pin in the lever on top of the range cover.
You need to pound out the roll pin and replace it. If the hole is worn badly, you may want to drill it out to the next size larger and use a larger roll pin.
Find a second roll pin that fits tightly inside the first and pound it inside the first pin after you've finished installing that first pin. That will reinforce the pin and make it take another 30 years to shear off again, instead of 20.
The reason the pins break is because people try to force the tractor into gear, rather than using a little "finesse." If it doesn't slip in, they pull harder. If it still won't go, they start jamming the lever back and forth.
