I had a similar problem with my IH 464 diesel recently. I replaced both fuel filters, but it didn't help. I had to take them off again and check the gaskets. Turns out, the gaskets were put in wrong and sealed off the fuel flow. If your tractor is diesel (and for now I'll assume it is, since you mention an injection pump, when a gasser would have had a carburetor), you should be sure to bleed your lines when you replace the filters, otherwise it can cause a problem like yours. It is hard to be sure what your problem is, but it DEFINITELY sounds like a fuel problem. Here is what is happening: You crank the tractor, run it out of fuel, it cuts off, fuel flows back to where it is supposed to be, and then it can crank back up. Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
