I had the same problem with a SC back in the summer. My uncle bought the tractor back in the mid-90s and never got it to run right without it choked - and had to watch it didn't die on him. Must have plowed a hundred miles with that thing with one hand close to the choke handle...
I did all the manifold leak checks and they showed nothing. Ended up taking the carb and rebuilding it twice which included a couple nights in a parts cleaner can.
Ended up taking to my place of employment where they have a parts cleaner that has an agitator. After six hours in that thing it came out looking brand new and whatever had clogged up one of the small passage ways inside was free... Now only have to chock it if it is really cold - other than this it runs like a top.
