The rotor will move a bit but there should be spring tension on it. This is the advance spring for the timing at high idle. To set the points, turn the motor over until the points are at the point that they are the most open. Then adjust the opening(gap) to the specification, I believe it is .020, but check your manual. The Red has suggested setting it at .017 if there is alot of slop in the shaft, I have never done this but it makes sense. Your timing should then be the same as it was before the tuning but it might not hurt to check it. Too advanced and it could be detrimental to the motor and too retarded and power would be adversely affected. Adjust the timing according to the manual. IF you have no manual post back and we will help. Please then post whether it is a distributor or magneto.
