Are you sure you got all of the old packing out? There should be more than just one or two threads showing.
The needle needs to be screwed into the nut just enough so the packing can be slipped onto it. If you go too far the needle will jam into the jet before you get the nut screwed in far enough. There are no explicit instructions on how to do it, and I don't have time right now to write a book. The best I can tell you is to take it slowly, think about what you are doing, and question everything you do before you do it. Also, try to understand what the engineers who designed that carburetor were thinking when they did it that way.
