I am putting my thinking cap on here but I believe the two spools in the brake valve are slightly different and can be mixed up,in wrong hole. Other thing is that the screw holding pistons on inside valve have to be bottomed out or they will contact valve cover and hold valve applied. I would just run a bleeder hose off bleeder back into tractor dip stick and see if brake is free then and if so you are darn sure problem is brake valve not self adjusters etc. I have had to do some compensating over the years on those self adjusters and the portion of housing they contact to make up for worn or resurfaced parts to overcome brake dragging. You need to have like .020 clearance on disc when brake is released, engine running.

Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
