What I am getting at is that it is possible to have some flow out of the bleeder even without pedal being pushed. What you need to determine is if when opening the bleeder do the brakes drag. If they do not drag with bleeder open but do drag with bleeder closed then your problem is in the brake valve. The normal adjustment on those tractors was to actually have a slight amount of tension (in other words pulling the spool out of valve) so the brakes would be responsive quickly but not develop enough pressure to over come the return springs in the brake.
