Take the chain loose and make sure you have the full range in the touch control arms, otherwise you have a hydraulic problem. If you are familiar with the tractor you already know that. Also make sure the stops for the TC levers (if any) are in the correct positions. Attach the chain with the deck at the height you want to cut with the arm in the lowest position. If you do all that the deck has no choice but to raise all the way, no matter what you have bolted to the arm. Woods has the proper attachments but they really aren't neccessary. Also the manual says the chains should be attached to the front hooks on the deck, not the rear as you have it-- may not make much difference, but it will allow the front to lift higher. Go to Woods web site and download the operators manual. All parts are still available.
