If all else fails, rather than scrap the tractor, convert it to hydraulic power steering. All you need is a "hand pump" for the steering wheel and a ram to turn the wheels. Tap the tractor's hydraulics for pressure. You might be able to find some salvage parts cheap, like off an old combine.
IIRC, Wardner has a setup like this on a W-400. Totally eliminated the steering box and linkages.
