Assuming that you refilled it with enough Hy-tran or tractor fluid (about 13 gals), I would check the flow control valve. Maybe just a good whack with a hammer will do it. Otherwise, unbolt the lid and disassemble, clean, and reassemble the springs, pistons, and other parts inside the valve. The filter may be a problem if it is not IH brand.
