The most likely reason for flooding is a stuck needle valve. Try replacing it and make very sure that the float doesn't bind or rub on the sides of the bowl. I had the same trouble. You may need to adjust the float level by bending the little lever or better still put another gasket under the needle valve seat so it sticks down further. This worked for me.
