What rustyfarmall said plus there is a small grooved pin that holds the lever in the front to the shaft that goes between the gov. and carb. that can break too. The pin may not even look broken, but see if you can twist the lever arm on the end of that shaft.
I fixed a 400 last year and that was the problem, it would run idle or wide open. Pin looked just fine until I took the gov. tube out and could twist the lever on the shaft.
