Could be the rear section of a cultivator if the "fingers" are adjustable up and down or side to side. If they are spring loaded, fixed position and close together, you could call it a spring tooth harrow used for final prep before planting. If the fingers have pointed tips attached it could be a chisel, but it won't go very deep as a Cub or Super A won't pull it at much depth. Hard to say without a picture.
