Well, it could be many problems.. The float level could be too high, allowing fuel pour in over when it should be stopped.. There could be a burr or obstruction on the float pivot pin causing the float to catch in a certain spot,thus making the valve not close, or with todays gas, the old cork floats sometimes deteriorate, so a new brass float may also be needed... If you plan on doing a rebuild, make sure you replace the float with a brass one..
