Do you have access to a torch? Heat the area around the bolt hole red hot and douse with cold water. With some prying it should slide off,if no torch keep soaking with penetrating oil and keep working it with small prybars. I have never had problems with the drums but I've had the brake pan cover rusted right into the rear housing.
