The high speed fuel delivery is at fault. THe passages and tiny drill holes in the body of the main jet are probably still clogged. Most times an over night submersion in carb cleaning fluid is needed, followed by serious following and blowing out of passages. If the fuel is getting to the float bowl the problem is in the internal passages and orifices. Do not drill, or ream out holes bigger than they were. Torch cleaning wires can and do ream sizes, be careful. The governor was just trying to keep it running, don't blame it. Jim
