No, I don't think it would be smart to block the by-pass. The water has to go somewhere. The bypass is so the water has a place to relieve the pressure when the thermostat is closed. Without a thermostat the water can go straight through. You will not have trouble overheating. IF you wanted to run the tractor in the winter and wanted it to warm up you could cover or partially cover the front of the radiator regulating the temperature yourself. Thats what the thermostat does.
