Ive made this mistake myself. remember, the engine will turn TWICE per distributor rotation. its easy to get the timing 180 degrees out.
just because the piston is at TDC does not always mean its right. it has to be on the compression stroke. remember the FOUR stroke explanation in school? Intake-compression-ignition-exhaust??
check the valves also, if the motor has been apart, and you still cannot get it to run, Id be suspecting the cam timing is incorrect. One tooth off, and it wont run at all.
