Remove the spring and linkage components from the lever. Use a Oxy-acetylene torch to heat the housing where the shaft comes out. (Heat only n the housing/bushing, not the shaft.) let it cool. Put penetrating oil on it PB Blaster, or Other juice. Take a large adjustable wrench and move the lever Cw, then CCW repeatedly and see if you can get it to budge. Repeat the heat step and cooling until it does. The worst is to loose the tin cover, which is not uncommon, and not terribly expensive. Jim
