It is hard to tell from your description as to which seal is leaking but now that its apart replace both. The pan on the bottom needs to be full as thats the way the gear on the ned of the diff shaft and bearing gets its lube. I replace them first thing when getting a new to me tractor as they usually need either on or both and i always want good brakes.
