I like to take out a glow plug and hook the wire back up plus add a ground wire and then see if if heats up red hot in about 20 seconds with all glow plugs working. If so your wiring etc is good, other wise not. If it will do that then your problem is actually the condition of the engine. Wear and build tolerences like piston protrusion, valve recession are the main issue. Injection nozzles rarely cause hard starting problem, pump could but that will be more noticable when engine is warm than cold. Static timing is a big issue. Many are set too far advanced because the automatic advance isn't working properly. They do this to make it run smooth at high speeds but is not the way to do things. Advance is adjustable and requires frequent adjusting as a rule to be correct. Just a tad of wear on the tip of that metering valve and or guide stud and it be out of wack. Luckily they are easy to adjust and easy to determine if out of adjustment. Kind of got off the glow plug subject but just thought I would throw that in.
