The water in the oil won't make a whole lot of difference in your lifting ability. Just that it will wear everything out much sooner so that is your call as to what to do about that.Need to be changed of course. Those rear pumps will usually outlast two or three mcv pumps but there are a lot of other place to give trouble. First off , make sure your three point hitch (if you have one) position control lever is not all the way down into the offset of the quadrant as this dumps oil from pump to slow hitch lift if and when using draft control. Then, I would try a different relief valve which is easy to replace. It is on right side of seat support, one and eighth inch headed long plug with screen in end. Can just try one from another IH tractor. Next thing most common is blow o-ring on hitch pump mount. Have to drain system and pull pump to get at this. Other things are of course pump, blown ring on top deck or under draft control cyl mounting inside cover. I often use air pressure to look for leaks when pump is out. Can save you a lot of grief.
