The waterpump/fanblade pulley is split. There is a hub with threads that adjusts the width of the pulley and thus the depth that the belt runs in the pulley. The threaded hub is secured with a set screw and a lock nut. You will have to loosen the lock nut and then use a screw driver to back out the set screw. The threads on the hub are probably full of rust, dirt and grease which you will have to clean up. You'll need a lot of Liguid Wrench. It'll be easier to work on if you can get the fan shroud out to have more room in there. When I did mine, the radiator was off, so that made it easy.
