I am assuming you have retighted a few times and also that they never used to do this so I would look for worn spots that have a ridge built up on wedge or wheel and polish them off. I always used anti-sieze on the wedges also. Had to replace a few wedges over the years and also a wheel but that was on a new tractor that would not hold. When I tighten them I always use the hammer treatment on "top" of axle opposite the key side and tighten till they quit moving with my weight (150 in my active working years) on 4 ft bar. Look at wheel also and make sure it is not touching axle on the top of the keyed side. Must only contact on the flats of axle.
