Gear pumps by nature do not self prime very well. It's always a good idea to pressurize the reservoir or if possible, fill the pump and lines before running. If it has been run very long, the pump may be shot. Any leak where the pump can draw air will also keep it from priming. I would also unhook the pressure line or open the guage port to allow air to escape from the pressure side, as a very slight back pressure of air on the pressure side of the pump will not allow the pump to "suck". Pressurizing the reservoir may only help if air is allowed to escape on the pressure side of the pump, as the back pressure from the reservoir will also be on the pressure side, equalizing it.
