B Choke Rod

Is a '40 B supposed to have a choke cable going up to the seat. Mine doesnt and everytime you have to choke it(which is about never) you have to start it standing up? This tractor starts so easily right now, it has 12 volt and you could let it set a few months and it would fire right up but i havnt tried it in the winter. Also how many of you think i should keep the 12 volt when i restore it? I really am thinking about keeping it on there because it starts sooo soooo easy plus we dont have the generator and would have to get a new one! Well thanks in advance!!! RC
