Hi Bill, the steering wheel should never free wheel, if the hydraulic pump stops supplying pressure the the steering wheel should just be hard to turn as now the hand pump in the steering mechanism is being used. Most likely caused by an air lock. Be sure transmission is over filled by 5 gal.
