That tube is a vent line, doesn't supply oil for gov. if adjusting screw is not touching case,( in idle postion,) this adjusment will not make any difference. If tang that engages the carb. on the cross shaft is worn it can cause this problem and the adjustment from the vertial gov. shaft to the cross shaft to carb. also will cause it.
