The fuel needle has nothing to do with that problem. Screw it back till it seats, then turn it a full 3 turns out and leave it alone!!
Your problem IS the needle valve and seat. There is a speck of rust or other foreign material in there that is preventing the needle from completely stopping the flow of fuel. You don't necessarily need to replace the needle and seat, but you do need to completely remove it and give it a thorough cleaning.
