The 184 was built 1977-80. If you own a 184, you need a service manual (GSS-1408). You can get a good quality reprint from www.binderbooks.com
There isn't any relay. Just the Ignition Switch, PTO Switch and Fuse. When the clutch is not working, check for 12V at the clutch. Also check for a good ground connection. If not 12V check PTO Switch and wiring. If you have 12V, 1. Check the brake plate clearance. 2. Check for clutch coil resistance of 2.6 Ohms or for 4.61 amps current draw. If coil resistance or current draw is incorrect, the problem is in the clutch coil. K-Mo
