I agree with Bob. Probably the previous owner had an ignition problem (bad condenser), didn't have the correct replacement to fit inside the distributor, but DID have that clip/condenser assembly that he mounted on the outside.
It'll work fine the way it is. However in that exposed location rust on the condenser/clip is gonna cause problems sooner or later - especially if your M "lives outdoors".
