I have IPTO on a SMTA & a 400. Rebuilt both during restoration, the SMTA whines about like you describe and the 400 is quiet. have tore smta down again and found nothing and have reajusted band and whine continues,it works great other wise. After much research; consensous was some had this whine more then others,I know when I was a kid our 400 had a whine but not as bad as this smta. Long story short the experts suggested that I use seasonal disconnect when not using.Have found no satisfactory answer. Tony
