Help...stumped...surging

Well, I just can't seem to figger this one out. My SA started surging prety bad last week. I thought it was fuel, so I emptied and cleaned the tank, and blew out the fuel lines, and into carb inlet too, and put a new fuel filter on. Then I sprayed carb cleaner in it, and put fresh new premium fuel in it..and new spark plugs too... I starts o.k. and runs o.k. for a little bit.. then it starts surging. If you pull the choke out, you can kep it running smoother,..but if you push it in, it will stall. It does just like when you have a fuel line obstruction, or paper in the fuel tank..but I looked there already. and it didn't help one lick..any body got any ideas..?? Could it be something electrical..? I checked the timing too. It don't seem like this would happen all at once............I'm pulling my hair out over this one..geo n
