Well, for starters, one reason was that dealers had inventory of decals. In the winter, they would repaint tractors to keep everyone working. They used old stock up before they ordered or bought new stock.
Same thing happened in the plants. Even though the paint committee and the decal committee may have issued the memo and decision, the plants used up old stock before switching. One needs to compare the dates of the "decisions" to the dates/serial numbers that actually switched over. I have a FEB 1942 H with Duetz fasteners on it. Those were phased out in 1941. Either the owner had a radiator problem, and got a Duetz hood and rad from the dealer (or junk yard), or one of the IH plants had leftover stock and built it that way. Either way, going by "the books", I should have bolts and not Duetz. Go figure. Not sure which answer is right, but my H is that way none the less.
