governor not working?

Hi:
I just finished reconditioning my Farmall SC and am having trouble with the governor. When I increase the throttle the governor doesn't move the lever to the carburetor. I did however get it started by pushing the linkage on the carburetor and pulling the starter. My question is how do I adjust the governor to make it work properly? Any help will be greatly appreciated. Thank you.
