stand next to the running tractor by the carb. Put the tractor at half throttle and pull the choke closed and release it. You should see the shaft that connects to the back of the carb(which runs the throttle plate) move. you can also check it by grabbing this shaft and trying to move it as if the tractor were to idle. If the throttle is at half position and you force the rod to the idle position, then the govenor will be fighting you to try to maintain the half throttle's rpm's. Hopefully I am making sense of all of this for you. If not others may have better tests for you. or ask again and I can explain in more detail. let us know what you find....
