Yes there are two Wisconsin engines (both 2 cylinder if I remember correctly) One to operate the baler and one to power the wheels, gives independent control of speed without upsetting the baling operations. This is much like having an engine on a tractor pulled combine, the two operations are independent and modern self=propelled combine harvesters achieve this by using the variable speed belt drive to the wheels. I have another of these balers at a show in the Netherlands.
