With the cap on the valve it is centered in the center section. It uses hydraulic pressure to move it either in or out. If you can't pull it out is is only moving one way.
A leaking charge pressure check valve can also allow the closed loop oil to escape in one direction only. You could try swapping the check valves and see it that will change the direction in which the tractor will move.
