First, many thanks to everyone who helped my diagnose the problem I was having. I was able to correctly connect the carb to the governor. Here is the issue:
When I start the tractor it revs too high. With the top (not the side) of the governor off, I can push down on the assembly ever so slightly and the engine will slow to a more reasonable speed. If I push hard (even a little) the engine stalls.
I seem to be unable to slow the throttle from the control arm. I can speed it up and slow it to a point. But after that point... I cant slow it anymore without actually pushing the top of the governor.
Also, It seems that the control lever will move the governor arm when the engine is off but seems to be sticking or something with the engine on.
Can I fix this without new parts? Can I do it in a way that I will not mess up the governor beyond the point where my lack of experience will ruin me? Any and all suggestions welcome! If I need to entice some of you... Pictures can be posted!
