All I can tell you is I was just messing with the governor on my 300U. I undid the top linkage (engine off) set the throttle to full pulled up on the rod (the one that goes from the governor up to the carb shaft) and screwed the link on the top until it lined up properly with the shaft from the carb. I pinned it all back together and it worked great. I am not sure exactly where my problem was. But whatever I did, it runs better now than ever. This may not help you as your problem may not be the same but this is the (roughly) the procedure outlined in my manual.
