This problem is usually caused by excessively worn rings. The vacuum is insufficient to draw gas into the compression chambers from the updraft carb. Once the tractor starts the oil is splashed upon the bottom of the pistons and cylinder walls creating a seal to the rings. Remove the inlet air hose/tubing to the carb and hold your hand over the air intake portion of the carb while you crank the engine and see if you get any suction. Additionally check the movement of the choke while you are there. It may not be working or set correctly. You can also remove the plugs and put about a teaspoon of oil into each cylinder and see if this causes it to crank after reassembly. If it does then the rings are shot.
