New kits, bearings, head job, and gaskets will probably get you a good as new engine. Not sure but that sounds like $1500 plus labor. Cracked heads can be a problem for that engine. Not sure if you can make that diagnosis without removing the head.
That tractor might be a good candidate for an engine swap. I'd put in a 4-53 Detroit Diesel. I've seen four cylinder Cummins in a 560. Left frame rail had to be modified.
Most sellers should not expect to get more than scrap value when offering non-running equipment. Too many unknowns for buyer. There are exceptions for very rare models or collectable tractors. I would call the 660 collectable.
The unusual feature of a 660 is the planetary axle. Those axle housings will fit any M or later model. Might be fun to put them on a W-400/450. In first gear low range and the installation of a 560 ring and pinion, you would have a very slow creeper. Top speed in fifth direct might only be 8 mph.
I paid $3000 at auction ten years ago for my 660 but it had an Elwood FWA. It was an excellent purchase.
