Number of things come to mind. #1 bad float that fills with gas and when they do that they do not float well. #2 dirt/rust in the fuel tank that gets to the carb then gets in the float needle and so it will not seal, if that is the problem clean the tank but it should not happen if you have the sediment bowl and sediment bowl screen in line. #3 the float needle seat is not tight so it leaks by and you have a problem again. #4 cracked carb body where the float needle seat is and leaking there. #5 rubber tipped float needle that need to have a set up in it
