Use both. Source out your local conveyer-belt company. they use a 3M adhesive that is industrial and very permanent, however the belting should be reinforced with fasteners (carriage bolts) to further handle the load between rubber and steel.
Many use just bolts, which is cleaner if ever replaced, but the rubber tends to flex/stretch and get sloppy.
