The plugs being full of carbon is an indication that the engine is running rich. If they were oily I would say the engine is burning oil, but you didn't say that was the case. Running the tractor with the choke on could be a cause of the plugs fouling, but it might not be. I would suggest replacing the plugs with Champ D21s (or equivelent) to start with...they are hotter and will resist fouling. But I still think you have a problem in the carb. You have gas to the carb, but do you have gas into the carb venturi?? I suspect a blocked main jet. If you haven't pulled the carb apart, I still think you need to do that. You may want to have at least a basic rebuild kit available if you haven't replaced any seals/gaskets. I have rebuilt carbs for Cubs and Super Hs with basic kits because all the parts were in good shape and it isn't hard to do and it makes a world of difference. Good luck and report back...
