Get a squirt bottle and put some gas in it.Stand beside the carb and fire up the tractor,when it starts to die,give it a squirt of gas..if it keeps running you know your ignition is good and you have a fuel blockage. The presence of fuel does not mean you have fuel flow..like Jan said,open an orfice and let the fuel flow freely for over a minute..most often with conditions you describe you will only have fuel flow for a few seconds.
