I, too, have a 46 "industrial" A sitting under my shed. My tractor originally was NC Highway Dept. and had a vacuum operated lift for/with a side mount mower...never could get it to really work satisfactory. Tractor was used to rake hay and other light chores.
So to directly answer your questions: (1) No idea how many of the "industrial" versions were made...I do know they are fairly common. (2) I"m not a painter, but the standard IH red for that era would be correct...and decals would be "culti-vision" and NOT Super A. (3) Any mower made for a Farmall A (side-mount) most likely would fit.
Unless she is stuck on keeping the tractor for "personal/sentimental" reasons, she would do well to find a SUPER A that would have hydraulics, etc. My tractor is under my shed for "personal/sentimental" reasons and will get the "works" done to it someday just to keep be busy!!
