Sounds like an industrial version. The differences were the foot throttle, front axle, front name plate, several decals. Most would have originally been red, same as the farm tractors. The model decals would be a simple "A" in a circle, no "Super", no "Culit-vision". The hood side sheet decals would have the word "International".
IH made a side mounted sickle bar type highway mower for that tractor. It was the No. 18 and normally had a 5 foot cutter bar. It required the pneumatic liftall system, which was powered by exhaust PRESSURE, not vacuum.
The 22 and AI-23 mowers were made for the Super A and depend on the Touch-Control hydraulics. A 23 would be impossible without hydraulics. You could probably make do with a 22, if you could find one. The rear mount 16, made for the Farmall A would fit right on.
