Wardner, I've done ALOT of searching on the web about this attachment. I now believe it is a rotary hoe gearbox. I still have not done any official test, but from what I gather from the information I have obtained is that it provides a speed between 4th and 5th gears in the factory transmission gears. I have only seen one other one identical to it (which came off an M, mine is on an H), and still have no manufacturer.
P.S. I wish you would stop using that pic, it makes me cringe to see the condition my tractor was in when I first bought it :)!!! This one looks better!
