The steering has priority for the first three gallons of flow from the MCV pump. This flow has to go either through the steering system or bypass at the steering pressure relief valve. You know the flow is present because you have pressure for the brakes and TA lube.
My guess your problem is either the oil is bypassing the steering relief valve located in the bottom of the MCV or the steering pilot valve is sticking. The pilot valve is located on the top of the clutch housing. If your leak is from the top of the clutch it may leaking at the pilot valve and could explain a change in the steering when the leak began. A more common place to leak is the IPTO gear seal in the front of the TA. If the amount of oil leaking changes depending on which TA range you are in most likely the sealing rings and carrier sleeve are worn in the TA and the oil leaking there is just too much for the seal to stop.
